(GMANETWORK.COM) - The failure of state weather agency PAGASA to issue its update on Typhoon Glenda (Rammasun) on time has riled the governor of one of the areas the typhoon is likely to hit.

Albay Governor Jose Salceda indicated in a post on his Facebook page he was not pleased with the late bulletin.

"Omg wala pa 5am SWB (severe weather bulletin)... 32hrs no sleep coz of Amb," he said in his Facebook post at 5:19 a.m.

He said his 32 hours of non-sleep was due to the visit of US Ambassador Philip Goldberg to the province Monday.

A report by radio dzBB's Sam Nielsen said the late issuance was because PAGASA needed nine signatories before the bulletin could be released.

"Dahilan sa lugar, maraming lugar na may signal. Hinihintay natin (para) wala tayong nakaligtaan," added forecaster Rene Paciente.
Over 800 passengers were stranded in Bicol ports due to Tropical Storm “Glenda” (Rammasun), the Philippine Coast Guard said on Monday.

Glenda continued to threaten Bicol as of midday Monday.  Signal No. 2 was hoisted in Camarines Norte, Camarines Sur, Catanduanes, Albay and Sorsogon.

The storm is forecast to make landfall in Virac, Catanduanes on Tuesday morning.

Classes in Albay have been suspended at all levels starting noon, Governor Jose Salceda said Monday morning.

In a post on his Facebook page, Salceda said the class suspension covers "all levels, all areas, private and public."

The suspension will be effective noon "until lifted," he said.

Albay is one of six areas under Storm Signal No. 1 due to Tropical Storm Glenda (Rammasun).

Earlier, Salceda ordered the suspension of classes at the preschool level due to expected bad weather conditions from Glenda

PCSupt. VICTOR DEONA
Legazpi City, Albay — At least 28 police station chiefs and an intelligence officer in Bicol were relieved from their posts and sent to refresher training for one month after failing to accomplish their regular performance targets.

Chief Superintendent Victor P. Deona, Police Regional Office 5 (PRO5) director, confirmed this weekend that the 29 police officials were relieved from their posts since June 13 and undergo retraining beginning tomorrow.

Deona said he ordered three chiefs of police (COPs) sacked in Albay; three more COPs in either provinces of Camarines Norte and Camarines Sur; two each in Catanduanes and Masbate; and six in Sorsogon.

The other nine COPs were relieved earlier and are currently finishing their retraining. These compose of 2 COPS in Masbate; three in Catanduanes; two in Albay; and one each in the provinces of Camarines Sur and Sorsogon.

Deona refused to name names but said they will be given a chance to be reassigned once they have completed retraining. However, they will not be returned to their former posts.

“If they fail (again) three times, ibang usapan na yon (that’s a different story). (It would be) better for them to look for another job,” he said.
